They result in features nobody wants or features that technically work but don't solve the actual problem. The cost isn't just the wasted development time. Why Most Requirements Fail

Walk into any software project that's over budget or behind schedule, and you'll usually find requirement problems at the root.

They're too vague. "The system should be user-friendly" or "it should be fast" means nothing to a developer. What specific interaction should work how? What response time? Vague requirements lead to everyone imagining something different, then being disappointed when reality doesn't match their mental picture.

They're too prescriptive about implementation. "Use a red button at coordinates 450,280 that triggers a POST request to /api/submit with parameters X, Y, Z" leaves no room for developers to apply their expertise. Good requirements specify what and why, not how. Let developers figure out the best implementation approach.

They assume context that isn't documented. "Handle the normal flow" assumes everyone knows what "normal" means. "Process the order" skips steps that seem obvious to someone who knows the business but aren't obvious to a new developer. Missing context leads to missed edge cases.

They don't prioritize. When everything is marked "must have," nothing is actually prioritized. Developers don't know what to focus on when time gets tight. Stakeholders get upset when "critical" features get delayed because they weren't actually marked as more important than nice-to-haves.

Specific and Measurable

Weak: "The system should respond quickly."
Strong: "API endpoints must respond within 200ms for 95th percentile requests under normal load (1000 requests/minute)."

The strong version is testable. You can build a load test and verify if the requirement is met. The weak version leads to arguments about whether "quickly" has been achieved.

Unambiguous

If two people can read a requirement and interpret it differently, it's ambiguous. "The system shall validate user input" could mean a dozen different things. What input? What validation rules? What happens when validation fails?

Better: "When a user submits the registration form, the system shall validate that (1) email is properly formatted, (2) password is 8-64 characters with at least one uppercase, lowercase, number, and symbol, (3) all required fields are completed. If validation fails, display specific error messages below each field and prevent form submission."

Complete

Complete requirements cover normal flows, error cases, edge cases, and any constraints or dependencies. Incomplete requirements result in developers making assumptions that may be wrong.

For any user-facing feature, address: What happens on success? What happens on failure? What happens at boundaries (empty state, maximum values, timeout)? What permissions are required? How does this interact with related features?

Consistent

Requirements shouldn't contradict each other. "Users must change passwords every 90 days" and "Users cannot reuse any of their last 20 passwords" might be individually sensible but combined they create an impossible situation eventually.

Check for conflicts between functional requirements, between non-functional requirements, and between requirements and constraints.

Testable/Verifiable

Can you write a test that proves this requirement is met? If not, rewrite it until you can.

"The UI should be intuitive" isn't testable. "New users complete the onboarding flow successfully at least 80% of the time without requesting help" is testable.

Modern software development often uses user stories instead of or alongside traditional "shall" statements. Understanding both is valuable.

User Story Format

As a [user type], I want to [action] so that [benefit].

Example: "As a customer, I want to save items to a wishlist so that I can purchase them later without having to search again."

This format forces you to think about who wants the feature and why, not just what it does. The "why" helps developers make better implementation decisions.

Acceptance Criteria Make It Complete

User stories alone are too high-level. Acceptance criteria add the specifics:

When to Use Which Format

User stories work well for user-facing features where the benefit is clear. They're great for agile teams and encourage conversation.

Traditional "shall" statements work better for technical requirements, integrations, non-functional requirements, and anything where there isn't really a "user" perspective. "The API shall authenticate requests using OAuth 2.0" doesn't fit the user story format.

Many projects use both: user stories for features, traditional requirements for technical and non-functional aspects.

Prioritization Frameworks That Actually Work

When everything is important, nothing is important. You need a real prioritization system.

MoSCoW Method

Must Have: Non-negotiable. The feature doesn't work without this. If we can't deliver this, we don't deliver at all.

Should Have: Important but not critical. We can launch without it, but we really don't want to.

Could Have: Nice to have. Include if time permits, but first thing to cut if schedule is tight.

Won't Have (this time): Explicitly out of scope for this release. Important to document so people stop asking.

RICE Score

Don't skip non-functional requirements. A feature that works but crashes under load or is unusable on mobile isn't actually done.

The difference between average requirements and great requirements is in how thoroughly edge cases are covered.

The "What If" Game

For every requirement, ask "what if":

Requirement: "Users can upload profile pictures"

What if:

  • File is too large? (Define max size and error message)
  • File isn't an image? (Define accepted formats)
  • Upload fails mid-transfer? (Retry logic? Error state?)
  • Image contains inappropriate content? (Moderation process?)
  • User uploads then immediately leaves the page? (Save draft? Cancel?)
  • User already has a profile picture? (Replace? Confirm first?)
  • User has no internet connection? (Queue for later? Prevent attempt?)

Each "what if" either reveals a requirement that needs to be documented or confirms an assumption that should be made explicit.

Boundary Conditions

Test your requirements at boundaries:

  • Zero/empty state (no results, no data)
  • One (single item)
  • Maximum (hit any limits?)
  • Invalid input (wrong format, wrong type)
  • Extreme values (very long strings, large numbers)

Document expected behavior at each boundary.

Error Handling Requirements

For any operation that can fail, specify:

  • What error messages users see (be specific)
  • How the system recovers or degrades gracefully
  • What gets logged for debugging
  • Any retry logic or fallback behavior

Requirements documents serve two audiences: business stakeholders who approve them and developers who build from them. This creates tension.

Use Layered Documentation

Executive Summary: High-level description of what's being built and why (1 page)

If a developer reads your requirements and immediately has 10 clarifying questions, the requirements aren't complete enough.

If a QA engineer can't write test cases directly from the requirements, they're not specific enough.

If a stakeholder can read them and confidently say "yes, that's what we want," they're at the right level of detail.

Great requirements balance competing needs: specific but not prescriptive, complete but not overwhelming, technical but understandable. When done well, they dramatically reduce wasted effort and increase the odds of building something people actually want.
